Vietnam Social Insurance Implements Digital ID Transition

On August 27, Vietnam Social Insurance (BHXH) organized an online conference to train and implement the transition from traditional social insurance numbers to digital personal identification numbers (ĐDCN/CCCD). This significant change aims to improve data management and ensure that the rights of participants are preserved throughout the process.

During the conference, Deputy Director Chu Manh Sinh emphasized that the transition to using digital IDs instead of social insurance numbers is a comprehensive task that impacts the entire system. It directly affects the data of participants and beneficiaries and the processes involved in managing social insurance policies. This initiative follows the directive outlined in Document No. 1804/BHXH-QLT dated August 4, 2025, and the plan issued on August 13, 2026, regarding the transition to digital identification.

Deputy Director Sinh stated that the transition must be executed accurately, safely, and efficiently, ensuring that all data and historical participation records are preserved. Importantly, the transition should not disrupt ongoing operations or affect the legal rights of participants and beneficiaries.

The transition process will occur in two phases. The first phase, running from August 15, 2026, to September 1, 2026, focuses on standardizing participant data and ensuring that all necessary conditions for the transition are met. This phase will also involve upgrading software and preparing the technical infrastructure required for the transition.

Beginning September 1, 2026, the second phase will involve the full implementation of the transition across all operational systems. The Technology Center for Information and Digital Transformation will coordinate this nationwide effort, ensuring that all software is tested and that data is backed up and recoverable.

Throughout the process, it is crucial to maintain continuous operations and ensure that participants' rights are upheld. Any issues arising from the transition must be promptly addressed to avoid impacting the rights of citizens and businesses. The conference served to unify understanding and methods of implementation among all units involved, ensuring a smooth transition to using digital IDs in place of social insurance numbers.

In conclusion, this initiative is a vital step towards enhancing the efficiency of social insurance management in Vietnam, contributing to the broader digital transformation goals of the country.
