Hanoi Completes Social Insurance Support Campaign Ahead of Schedule

Hanoi has achieved a significant milestone by completing a campaign to support more than 9,300 social insurance cases ahead of schedule. The initiative, which was expected to last 15 days, concluded three days early, on July 22, 2023, as reported by the Hanoi Public Administrative Service Center.

The campaign was launched to ensure that pension and social insurance payments remain uninterrupted for individuals required to supplement their authorization documents in accordance with the Social Insurance Law of 2024. The Hanoi government had outlined this plan in Document No. 271, issued on July 10, 2023, emphasizing the importance of timely support for beneficiaries.

Following the issuance of the plan, the Hanoi Public Administrative Service Center was designated as the coordinating body responsible for implementing and consolidating results across the city. The center provided standardized guidance on procedures and forms, established collaborative mechanisms with the city’s social insurance agency, the postal service, and local authorities, and activated a network of proactive public administrative teams in branches and service points throughout the city.

Thanks to this centralized coordination, the campaign met its objectives swiftly. Initially, there were 9,333 cases identified for document supplementation; however, after thorough reviews, only 8,189 cases required direct processing during the peak period, all of which were successfully resolved. Additionally, authorization documents were supplemented for all 92,364 beneficiaries, ensuring that pension and social insurance payments across the city continued smoothly and without interruption.

From the outset, the volume of work was substantial. To safeguard the rights of citizens, the proactive public administrative teams collaborated with local communities, social insurance agencies, and postal services to provide on-site assistance in completing applications. For several consecutive days, staff at service points maintained extended working hours and frequently cross-checked information with the social insurance agency and postal service to minimize errors and ensure timely updates of records.

Furthermore, the model of service provision that does not rely on administrative boundaries was implemented, allowing citizens to register for support at any service point. The information was then coordinated to the appropriate area for the proactive teams to assist at the beneficiaries' residences.
