On September 11, 2026, in Hanoi, the Ministry of Home Affairs held a press conference to announce the results of its activities in the first eight months of the year and to outline key tasks for the fourth quarter of 2026. Deputy Minister Vu Chien Thang led the briefing.

During the conference, the Ministry reported that it had focused on completing institutional reforms, successfully organizing the elections for the 16th National Assembly and local People's Councils for the 2026-2031 term. Efforts were also made to address challenges arising from the restructuring of the administrative apparatus and the operation of the two-tier local government model.

In the area of salary and social insurance, the Ministry has implemented the conclusions of the Politburo regarding salaries and allowances for officials, civil servants, and armed forces personnel after the organizational restructuring. Effective from July 1, 2026, the base salary for over 2 million officials, civil servants, and armed forces personnel will increase by 8%, from 2.34 million VND to 2.53 million VND per month.

This new base salary will be used to calculate wages in salary tables, allowances, and other benefits as regulated. It will also affect operational and living expenses, as well as deductions and benefits received.

Additionally, over 45% of communes and wards will receive regional allowances, and more than 4.7% will benefit from special allowances following the restructuring of the administrative apparatus and the establishment of the two-tier local government model.

Another significant outcome reported was that all 34 provinces and cities have completed the reorganization of villages and residential groups. Following this reorganization, the number of villages and residential groups nationwide has decreased from 89,589 to 48,078, a reduction of 41,511 units, or 46.33%.

The Ministry of Home Affairs also provided a summary of the first year of implementing administrative unit restructuring and operating the two-tier local government model. It compiled and proposed solutions to address challenges related to staffing, quality of local human resources, digital infrastructure, and public assets.

In the area of veterans, the Ministry has carried out activities to honor those who served in recognition of the 79th anniversary of the War Invalids and Martyrs Day. More than 1.5 million veterans received gifts worth either 300,000 VND or 600,000 VND, with a total expenditure of over 475 billion VND.

In the last four months of 2026, the Ministry of Home Affairs will focus on developing a project to reform salary and social insurance policies, assess the implementation of Resolutions 27-NQ/TW and 28-NQ/TW, and propose policies for the next phase. The Ministry will also continue to refine the model of grassroots administrative units, develop regulations to encourage and protect officials who dare to think, act, and take responsibility for the common good, and finalize the national strategy for attracting, utilizing, and developing talents.
