On August 25, 2026, a delegation from the Central Committee of the Vietnam Fatherland Front visited Vinh Tuong commune in Phu Tho province to monitor the implementation of local democracy regulations. This initiative is part of a broader effort to enhance the role of citizens in the governance process and improve the quality of public services.

Since the establishment of a two-tier local government model, Vinh Tuong has prioritized the enforcement of the Law on Local Democracy, linking it with administrative reforms, digital transformation, public engagement, and service quality enhancement. The local government recognizes the importance of involving citizens in decisions that directly affect their communities, such as administrative unit restructuring, urban planning, public investment, land clearance, rural development, and digital transition.

The commune has actively promoted the roles of the Vietnam Fatherland Front, the People's Inspection Board, the Community Investment Supervision Board, and various political and social organizations. At the Public Administrative Service Center, 445 administrative procedures have been made public, including 224 complete procedures and 221 partial procedures. Fees, processing times, and information regarding land issues, compensation, support, and resettlement are displayed in various formats.

From July 1, 2025, to the present, the commune has received 12,295 applications, with 12,279 submitted online, achieving a remarkable 99.87% online submission rate. The rate of applications resolved ahead of schedule stands at 99.71%, and citizen satisfaction levels have reached 97.07%.

The dialogue with citizens, handling of complaints, and mediation at the grassroots level have also been strengthened. During the meeting, the monitoring delegation requested the commune to clarify the leadership responsibilities of officials in implementing local democracy. They emphasized the need for transparency in assessing citizen satisfaction and identifying challenges that have arisen since the two-tier local government model was implemented.

The delegation also highlighted the importance of resources and operational conditions for the People's Inspection Board and the Community Investment Supervision Board. They urged for a stronger emphasis on the monitoring and social criticism roles of the Vietnam Fatherland Front and political and social organizations, particularly concerning issues that directly impact the legitimate rights and interests of citizens.
