The Ministry of Agriculture and Rural Development in Vietnam has issued a new regulation that will impose fines on property owners who do not register land use changes within the specified timeframe. Effective from August 31, 2026, individuals and organizations will face penalties for failing to complete the necessary registration procedures for land use changes, commonly referred to as transferring the land use rights.

According to the consolidated document 73/2026/VBHN-NĐ-BNNMT, individuals who delay in registering land use changes will incur fines of up to 3 million VND, while organizations can be fined up to 6 million VND. This regulation applies to various transactions, including transfers, donations, inheritances, and changes in land use rights.

Property owners are required to complete the registration process within 30 days from the date of the transaction. The deadline is calculated based on specific events, such as the date of the transaction or the date of a court ruling regarding inheritance. Failure to register within this timeframe will result in financial penalties.

Moreover, violators will not only face fines but will also be mandated to rectify the situation by completing the required land registration procedures. This emphasizes the importance for individuals and organizations involved in property transactions to be proactive in submitting their registration applications within the stipulated period to safeguard their legal rights and avoid unnecessary penalties.
