• Documents from the former regime regarding land use rights.
• Temporary land use certificates, land registration books, and land registration records.
• Documents confirming land transfer or property sales linked to land, validated by local authorities as having been in use before the specified date.
• Land records established before December 18, 1980, that include the name of the land user.
• Documents created during the land registration process as per Directive 299/TTg.
• Declarations and registrations of land and property.
• Documents regarding land allocation, migration, and resettlement.
• Property ownership documents and other land use rights documents as defined by provincial regulations.

Hoang emphasized that individuals meeting these criteria and possessing the relevant documentation could be granted a land use rights certificate without incurring any land use fees. This legal framework aims to streamline the process for land users who have maintained stable land usage over the years.
