The Vietnamese government has announced that from August 15, citizens who possess a level 2 electronic identification account and have integrated essential documents into the VNeID application will be eligible for fee waivers and reductions on numerous important administrative services. This initiative is outlined in Resolution 66.22/2026/NQ-CP, which aims to encourage citizens to engage in the digital environment.

The resolution will be effective from August 15, 2023, until February 28, 2027, providing various incentives for digital citizens. Notably, individuals utilizing online public service portals will not have to pay fees for several essential services, including:

• Issuance of passports, travel documents, and exit permits: Waived fees for new applications, renewals due to damage or loss, with typical fees ranging from 100,000 to 400,000 VND.
• Driver's licenses: Waived fees for renewing or replacing national and international driver's licenses (current fee is 115,000 VND).
• ID cards: No fees for changing from citizen identification cards to ID cards or for reissuing lost cards.
• Residence registration: Waived fees for permanent and temporary residence registration, extensions, and household separation.
• Criminal record information: Free provision of criminal record information.
• Vehicle registration: Waived fees for changing or reissuing vehicle registration certificates and license plates; temporary vehicle registration (fees currently range from 35,000 to 105,000 VND).
• Vital records: Free issuance of copies of vital records, including birth certificates; re-registration of births, marriages, and confirmation of marital status.
• Land use certificates: Free assessment fees for changing, reissuing, or registering land use changes.
• Diplomas and certificates: Free issuance of copies, amendments, or reissuance of diplomas and certificates from original records.

Additionally, the VNeID application will provide free public digital signature verification services for individuals completing administrative procedures online.

Alongside fee waivers, the resolution also mandates reductions in fees for commonly used services with significant values. These include:

• 100% reduction in registration fees for motorcycle ownership (limited to once a year, not exceeding five times the basic salary at the time of fee declaration).
• 50% reduction in registration fees for car ownership (limited to once a year, not exceeding five times the basic salary).
• 10% reduction in registration fees for property transfers (limited to once a year, not exceeding five times the basic salary).
• 50% reduction in design approval fees for fire prevention and fighting projects.
• 50% reduction in fees for registering secured transactions.

To qualify for these incentives, citizens must meet specific criteria, including having a level 2 electronic identification account. Individuals are required to register their accounts with local police where they reside and successfully integrate five types of essential information and documents into the VNeID application, including birth certificates, banking information, social security accounts, mobile numbers, and electronic health records. For specific services, additional relevant documents must be integrated.

This resolution is seen as a groundbreaking step towards realizing the goal of placing citizens at the center of Vietnam's national digital transformation.
