Tropical Storm Narra, designated as Typhoon No. 19, continues to exhibit slow movement and a change in direction over the Gulf of Tonkin. As of 4 PM on August 24, the storm was located approximately 130 kilometers southeast of Quang Ninh and 115 kilometers southeast of Hai Phong, with sustained winds of 62-88 km/h and gusts reaching up to 11.

The storm is currently moving southwest at about 5 km/h. Forecasts indicate that by 4 PM on August 25, Narra will shift to a southeast direction, maintaining its intensity with winds of 62-88 km/h and gusts of up to 11. By the afternoon of August 26, the storm is expected to change direction to northeast and move towards the coastal areas of Guangxi province in China, where it will gradually weaken into a tropical depression.

In the next 24 hours, Narra will remain active over the Gulf of Tonkin, causing strong winds of 6-7 on the Beaufort scale and significant wave heights of 2-3 meters. Areas near the storm's center will experience winds of 8-9, with waves reaching heights of 3-5 meters, leading to very rough seas.

Coastal regions, including Quang Ninh, Hai Phong, and Hung Yen, may experience strong winds of up to 6, with gusts reaching 8. These winds could potentially damage roofs, temporary structures, and uproot trees, affecting power supply and transportation systems.

Additionally, the storm's circulation is expected to bring heavy rainfall to various regions. From the evening of August 24 to the morning of August 25, significant rainfall is predicted in the northern delta and areas from Thanh Hoa to Ha Tinh, with total precipitation ranging from 50 to 100 mm, and isolated areas receiving over 180 mm. This heavy rainfall poses a risk of urban flooding, particularly in low-lying areas, and increases the likelihood of flash floods and landslides in mountainous regions.

Authorities are also warning of potential thunderstorms and strong gusts associated with the storm. River levels in several areas, including the Cau, Thuong, and Luc Nam rivers, are currently rising slowly, with some rivers exceeding warning levels.
