Proposed Changes to University Tuition Fees for 2026-2027

The Vietnamese government has recently introduced a draft decree amending the tuition fee policy for universities for the academic year 2026-2027. This proposal comes as universities are currently processing admissions for new students, who are required to pay tuition fees as part of their enrollment procedures.

According to the draft published by the Ministry of Education and Training, the maximum tuition fees for public universities that do not cover their regular operating costs will range from 1.7 million VND to 3.5 million VND per student per month. The fields with the lowest tuition fees will be in the arts, while those with the highest will be in health-related disciplines. This structure is largely consistent with the previous regulations outlined in Decree No. 238/2025/ND-CP, which was issued on September 3, 2025.

Notably, the tuition fee for dental programs has been adjusted from 2.66 million VND to 3.5 million VND per student per month. For public universities that are financially self-sufficient, the maximum tuition can be set at 2.5 times the established cap for each field and academic year, potentially exceeding 8.7 million VND per student per month for health-related fields.

The draft decree also stipulates that public universities that achieve quality accreditation standards set by the Ministry of Education and Training or equivalent international standards can independently determine their tuition fees based on economic and technical norms. These fees must be transparently disclosed to students and the public.

From the academic year 2027-2028 onward, tuition caps will be adjusted based on the affordability of the population and socio-economic conditions, with a maximum increase aligned with the consumer price index published by the relevant government authorities. If this decree is officially passed, the maximum tuition fees for public universities in 2026-2027 will remain unchanged compared to current regulations, except for the dental program.
