On August 6, 2026, General Luong Tam Quang emphasized the need for a transformative approach in managing drug addiction during a conference held by the Ministry of Public Security. The focus will now be on a comprehensive management strategy that encompasses rehabilitation, education, vocational training, and job creation to effectively address the root causes of drug-related crime and addiction.

Since assuming responsibility for drug rehabilitation from March 1, 2025, to July 31, 2026, facilities have conducted over 12,200 sessions on regulations and internal order, more than 12,400 sessions on discipline, and over 10,500 sessions on culture and literacy. Additionally, over 16,000 sessions on political education, law, and life skills have been organized.

During this period, more than 98,000 individuals have undergone rehabilitation, with nearly 48,000 new admissions and over 53,000 completing their rehabilitation programs. In terms of vocational training, over 8,600 individuals have received training, and more than 4,500 have been awarded vocational certificates.

The Ministry reported that local authorities have managed and supported 65,080 individuals post-rehabilitation, with approximately 70% of the 51,534 individuals under management currently employed. Furthermore, 350 individuals have received loans totaling nearly 43 billion VND to start businesses and create jobs, including one business that received 1 billion VND specifically to employ former addicts.

In conclusion, General Luong Tam Quang urged the police force to continue innovating their approach to drug rehabilitation and post-rehabilitation management. He called for a cohesive implementation of strategies aimed at reducing supply, demand, and harm, while integrating rehabilitation efforts with crime prevention and community reintegration support for former addicts. The effectiveness of these initiatives will be a key criterion for evaluating the accountability of police leaders at all levels.
