On August 4, General Secretary and President To Lam addressed the National Assembly regarding the restructuring of the school system in Vietnam. He emphasized that this initiative would not only streamline the educational management but also help resolve the ongoing issue of teacher shortages.

During discussions on various legislative projects, To Lam highlighted the importance of reorganizing public educational institutions, including kindergartens, primary schools, and secondary schools. He pointed out that the education sector has long struggled with a lack of qualified teachers due to insufficient recruitment. However, he believes that by adjusting the structure of the education system, the shortage of teachers could be effectively addressed.

According to statistics, the proposed restructuring could lead to the closure of approximately 11,000 schools nationwide, which would correspondingly reduce the number of school principals and vice principals by around 33,000. This significant reduction in management personnel could allow those who previously held teaching positions to return to the classroom, thus enhancing the quality of education.

To Lam stressed the need for flexibility in utilizing skilled teachers across different schools, ensuring that students in various locations have access to high-quality education. He proposed that each commune should have one primary school, one lower secondary school, and one upper secondary school, while still maintaining multiple learning sites to facilitate student access.

He noted that some localities currently manage up to 40 schools, which complicates the management structure. The new model would assign three school principals to oversee the three levels of education, with local leaders directly responsible for management, thereby simplifying operations.

Additionally, the restructuring is expected to create more land resources for public facilities, such as community centers and local government offices, further benefiting the community. To Lam concluded by noting that many locations still have unused land that could be repurposed for educational and public use.
