Vietnam to Merge Public Schools into Larger Institutions

The Prime Minister of Vietnam has announced a significant restructuring plan for public education, aiming to merge various levels of public schools into larger institutions. This initiative includes kindergartens, elementary schools, middle schools, and high schools, with the goal of reducing the total number of public educational facilities by 30% by July 2025.

The restructuring will follow two main models: a large-scale single-level school or a multi-level school. The Prime Minister's directive emphasizes the importance of aligning the educational system with local governance structures while ensuring that educational quality is not compromised.

To achieve these goals, the government aims to focus on restructuring the educational network based on population distribution and accessibility, thus improving learning opportunities for students. The Prime Minister has instructed local authorities to ensure that the reorganization does not negatively impact students, teachers, or parents, and to avoid creating barriers that could prevent students from attending school due to geographical or financial constraints.

The first model involves establishing large-scale single-level schools, which may include branches or satellite campuses. Each main school will have a principal, vice-principals, and a shared administrative team to enhance operational efficiency. The second model is a large multi-level school, which will accommodate various educational levels at one or multiple locations, also structured similarly with shared administrative resources.

Moreover, the Prime Minister has highlighted the need for innovation in school management and the efficient use of resources, including educational staff and facilities. There is a strong emphasis on increasing direct teaching staff while streamlining administrative roles.

As part of this educational reform, the government is also committed to ensuring that by 2030, all children aged 3-4 will have access to preschool education, and at least 85% of individuals in the relevant age group will complete high school or equivalent education.

Importantly, the Prime Minister has specified that kindergartens should not be merged with primary schools, nor should general schools be combined with vocational education centers. The focus will be on reorganizing schools of similar levels or those located near each other, ensuring that each administrative unit has at least one kindergarten, one elementary school, and one middle school.

In addition, the government plans to limit the number of public vocational schools to a maximum of three per province, excluding those that are self-sustaining. The Prime Minister has also addressed the need for policies to support surplus management staff affected by these changes, ensuring their current benefits and allowances are preserved.
