During a recent meeting of the Central Steering Committee for the development of science, technology, innovation, and digital transformation, General Secretary and President To Lam emphasized the need for concrete action on Resolution 57. He insisted that the tasks outlined in the resolution must be fully executed, resulting in tangible products and measurable outcomes, rather than just remaining as slogans.

To Lam stated, "What has been said must be done, and what has been committed must yield results." He highlighted the importance of transitioning from merely managing progress to ensuring effective governance. Each task must clearly define the issues to be addressed, the final products, the target users, responsible agencies, and the conditions for implementation along with evaluation criteria.

He asserted that a task should only be considered complete when its product is in use and generates measurable, verifiable results. Immediate action is required for tasks that meet the necessary conditions, and any obstacles must be clearly identified along with their causes and timelines for resolution.

Addressing new tasks without precedent, To Lam called for controlled experimentation, stating, "We should not shy away from challenges, but we also should not scale up without proving effectiveness first." The primary goal of Resolution 57, according to him, is to facilitate a fundamental shift from simple labor to creative labor, enhancing the quality of the national workforce.

He outlined that farmers should gradually become digital farmers, mastering modern agricultural technologies, while workers should control advanced technologies and equipment. Entrepreneurs are expected to lead innovation, and officials should shift from management thinking to development facilitation.

To Lam emphasized that creative labor must become the most important resource for the nation in the future. He called for a focus on resources to create competitive products, markets, and businesses, ensuring that all research tasks aim for application, commercialization, and enhancement of the economy's competitiveness.

Resources should be prioritized for foundational, strategic tasks with high potential for widespread impact and clear usage addresses. The current situation of dispersed investments and fragmented tasks that fail to create strong products and capabilities must be corrected.

Businesses are encouraged to participate from identifying problems to research, testing, and commercializing products. The state should focus on creating institutions, placing orders, sharing risks, and establishing initial markets for technology products.

Research institutes and universities must closely align with the country’s development needs and be evaluated based on technology, products, and the actual value created. To Lam concluded by stating that every citizen can become an innovator, every business must view innovation as essential for survival, and every official must adopt a facilitative mindset.

He urged all levels of government and localities to promote the shift from simple labor to creative labor, relying more on knowledge and technology throughout society, ensuring that resolutions do not stop at slogans or mere campaigns.
