Hanoi has officially chosen the communes of Phuc Thinh and Thu Lam as part of its pilot project to implement the socialist model at the local level. This decision comes after a thorough selection process involving 126 communes and wards, with these two being recognized for their potential in spatial development and infrastructure.
The total area of the selected communes is 86.53 square kilometers, with a combined population of approximately 198,000 residents. Both areas are seen as having significant room for growth, favorable locations for connectivity to major transportation routes, and the potential for sustainable urban development.
Thu Lam covers an area of 43.84 square kilometers and has around 102,800 residents. The commune is strategically located near several other communes and has significant areas earmarked for development along the Ca Lo River and bordering Bac Ninh province. It is well-connected by key transportation networks, including the Hanoi-Thái Nguyên expressway and the expanded Ring Road 3.
The local government is focusing on modernizing governance, aiming to shift from mere management to a proactive role in development. This includes enhancing public administration to be more transparent and effective, with a focus on citizen satisfaction as a measure of success.
In terms of education, Thu Lam has a network of seven health stations catering to the healthcare needs of over 100,000 residents. The area also boasts a well-planned educational infrastructure, with all educational institutions meeting basic standards and a significant number recognized as national quality schools.
Economically, Thu Lam's industrial and construction sectors make up 53% of its economy, with traditional woodworking villages providing stable incomes and preserving cultural heritage.
Phuc Thinh spans 42.69 square kilometers and is home to nearly 96,000 residents. The commune has developed residential areas and industrial clusters, with ongoing investments in infrastructure to enhance connectivity and economic growth.
With nearly 1,600 businesses operating in the area, Phuc Thinh is positioned to benefit from its proximity to major transport links, including the Noi Bai International Airport. The local government is prioritizing trade, services, and logistics as part of its development strategy.
The leadership of Hanoi envisions that by 2035, the city will embody the principles of a socialist capital, with the pilot projects in Phuc Thinh and Thu Lam serving as foundational steps towards this goal. The focus on infrastructure, governance, and community engagement is expected to drive sustainable development in these areas.
