Creating economic corridors and areas

At the Seminar on Consulting opinions of experts and scientists on the National master plan for the period 2021-2030, vision to 2050, Mr. Tran Hong Quang - Director of the Vietnam Institute of Development Strategies under the Ministry of Planning and Investment, stated that this is the first time Vietnam has built a master plan on a national level.

"The aim of the national master plans for 2021-2030 is to establish economic corridors and motivated zones, economic zones, and a national infrastructure framework. Vietnam aspires to become a developing country with modern industries and a high middle income by 2030 "said Mr. Quang.

Mr. Quang stated that there would be two key economic corridors, including the North-South corridor, which would include the Eastern region associated with the North-South Expressway in the East and National Highway 1A from Lang Son to Ca Mau, and the Western region associated with the Ho Chi Minh road and the North-South expressway in the west.

The East-West Corridor promotes involvement in international economic corridors in the region, including Lao Cai–Hanoi–Hai Phong, Lao Bao–Dong Ha–Da Nang, and Moc Bai–Ho Chi Minh City–Vung Tau.

Dynamic zones concentrate on localities with international air and sea ports, a strong potential for science and technology, and a qualified labor force. The zones are comprised of the triangle Hanoi - Hai Phong - Quang Ninh and the quadrangle Ho Chi Minh City - Binh Duong- Dong Nai- Ba Ria Vung Tau, the coastline regions Da Nang - Quang Nam- Quang Ngai, and the triangle Can Tho - An Giang - Kien Giang.

The plan also emphasizes the creation of national and regional urban centers with standards equivalent to the average level of ASEAN's group 4 urban; stable forest coverage and the expansion of conservation areas. 

It is anticipated that the population would expand to 105 million by 2030. During the years 2021-2030, the average rate of GDP growth would approach 7 percent. At current prices, the GDP per capita would approach USD 7,500. About half of the population resides in urban areas. The entire nation has around 5,000 kilometers of roadways. The marine and coastal conservation zones cover 3 to 5 percent of the national sea's natural area, and the nature reserve covers 3 million hectares.

Agricultural planning based on regional linkage space

Mr. Tran Hong Quang emphasizes the orientation and arrangement of space for the development of industries and fields in the national master plan.

Regarding the industrial field, planning should attach industrial space to prioritized economic corridors, with the formulation of industrial linkage clusters at its core; industrial zones should be concentrated in interior and midland regions, and industrial clusters should be expanded in rural areas.

Regarding agriculture, the planning for agricultural growth is based on inter-local and inter-regional space with the same commodity, resulting in the formation of a modern and expansive agro-industrial complex in a number of major agricultural districts.

In addition, the area of rice cultivation land is stabilized at approximately 3.4-3.5 million hectares, and concentrated and large-scale commodity production areas must be established as soon as possible; manage and use the rice land fund more flexibly, maintain the multi-crop agricultural production areas when necessary, and facilitate the return to rice production.

Aquaculture in the sea and on land is industrialized and ecologicalized. 

Regarding tourism, the national master plan promotes investment in building seven national tourist destinations and focuses on six dynamic areas: Sa Pa (Lao Cai); Ha Long - Bai Tu Long - Van Don (Quang Ninh); Trang An (Ninh Binh); Phong Nha - Ke Bang (Quang Binh); Hoi An - Cu Lao Cham (Quang Nam); North Van Phong (Khanh Hoa) and Phu Quoc (Kien Giang).

The master plan intends to create Long Thanh international airport the major airport in the area; arrange the airspace for six new airports, including Na San (Son La), Sa Pa (Lao Cai), Quang Tri, Phan Thiet (Binh Thuan), Long Thanh (Dong Nai), and Lai Chau.

The national master plan for the period 2021-2030 should be supplemented with the assessment of Russian-Ukrainian relations, the planning of dynamic zones and economic corridors; the plan's contribution to the Prime Minister's commitment to net zero carbon emissions at COP 26; and a further strengthening of the position and role of the sea and island economy, particularly in the context of security and defense work.

The national master plan orients the area of rice cultivation land stabilized at approximately 3.4-3.5 million hectares. 

Tran Quoc Phuong, Deputy Minister of Planning and Investment, announced at the conclusion of the seminar that the national master plan was first implemented in 2017. This is a new and unprecedented endeavor. The Ministry anticipated consultations with members of the Office of the Party Central Committee, the Central Economic Commission, the Committees of the National Assembly, the Office of the National Assembly, and other affiliated institutions.

According to the Planning Law, the strategic and general national master plan encompasses a variety of sectors and areas. As a result,  the construction process requires extensive participation from all disciplines.

The ministry intends to finalize the draft plan and submit it to the Appraisal Council in August 2022.
