General Lương Tam Quang, the Minister of Public Security in Vietnam, has expressed serious concerns regarding the prevalence of harmful online content that encourages a hedonistic lifestyle. Speaking at a national scientific workshop on October 10, he highlighted the dual-edged nature of international integration, which offers opportunities to promote Vietnamese culture but also exposes it to risks of distortion and invasion by foreign values.
During his address, General Quang pointed out that certain hostile forces exploit social media to disseminate erroneous ideologies, promote selfish and pragmatic lifestyles, and distort historical narratives. These actions are part of a strategy termed 'peaceful evolution,' aimed at undermining the cultural identity of Vietnam and eroding the trust of the youth in the government.
He noted that these entities utilize algorithms and cross-border platforms to spread inappropriate videos and 'garbage content,' which often misrepresent history or idolize foreign cultures as the sole standard in entertainment. This trend threatens traditional moral values and societal norms, leading to an increase in verbal violence, fake news, and deviant behavior online.
General Quang warned that the deterioration of moral standards in the online space is evident, as it reflects a decline in ethical norms and cultural behavior. He emphasized that the consequences of this situation include dependency and the degradation of personal character, resulting in a loss of cultural identity.
Furthermore, he highlighted the growing threat of high-tech crime focused on cultural security, including the spread of deviant lifestyles, misinformation, and attacks on national identity. He described these as dangerous new forms of non-traditional security threats that directly impact the societal foundation.
To combat these challenges, General Quang proposed developing a cultural security strategy linked to national security. He stressed that culture is a spiritual foundation and a soft power that contributes to protecting independence, sovereignty, and political stability. Ensuring cultural security must be integrated into national security efforts.
The strategy should focus on early prevention and building a 'cultural immunity system' for the population, especially the youth, against harmful cultural influences. He called for a grassroots approach to cultural security, creating a 'people's cultural security defense' and establishing protective barriers at regional and national levels.
Additionally, the Ministry of Public Security plans to utilize artificial intelligence and modern technology to monitor, detect, and address misinformation and distortions online. This includes forming a team of experts equipped with political acumen, specialized knowledge, and technological skills.
In conclusion, General Quang asserted that ensuring cultural security in the digital age requires not only preventing negative external influences and addressing online violations but also building a solid cultural foundation, developing quality products, and refining policies to preserve and promote the positive values of the nation.
