The Vietnamese Ministry of Health has unveiled a draft amendment to Decree 188/2025, which aims to simplify the health insurance (BHYT) process by minimizing the paperwork patients need to present during medical visits. This initiative is part of a broader effort to leverage electronic data for more efficient healthcare delivery.

Under the proposed changes, patients will only need to provide their health insurance card and personal identification documents, such as a citizen ID or an electronic identification account (VNeID) that integrates health insurance information. This shift is expected to significantly reduce the burden of documentation for patients seeking medical care.

For those using health insurance cards that lack a photo or identification number, healthcare facilities will be allowed to access information from national databases or relevant online systems. If the information cannot be retrieved, patients may then be required to present necessary identification documents.

Children under six years old will only need to show their health insurance card, either in paper or electronic form, or their health insurance number. In cases where a child has not yet received a health insurance card, medical facilities can access information from national databases or online systems to verify the child's identity.

The draft also addresses situations for patients awaiting the issuance or modification of their health insurance cards. In such cases, healthcare providers will be able to retrieve necessary information from official databases, further reducing the need for patients to present multiple documents.

Additionally, the proposal includes the establishment of an independent advisory council to oversee the health insurance list, which will help address issues related to the reimbursement of medical expenses and the management of the health insurance fund. This council aims to ensure that the health insurance system operates smoothly and effectively, particularly in light of challenges that have arisen during the implementation of the current decree.

These proposed changes are part of Vietnam's ongoing efforts to enhance the efficiency and accessibility of healthcare services for its citizens, ensuring that patients can receive the care they need without unnecessary complications.
