A driver in Hanoi has been fined 23 million VND (approximately $1,000) for engaging in dangerous driving behavior on the Thang Long Highway. The incident occurred on September 14, when the driver, a 54-year-old resident of Hoang Mai ward, was reported by other road users for multiple traffic violations.

According to the Hanoi Traffic Police Department, the driver entered the emergency lane, cut in front of another vehicle equipped with a dashcam, and abruptly braked without signaling. The dashcam footage captured the moment when the offending vehicle swerved into the emergency lane, overtook the dashcam vehicle, and then came to a sudden stop, forcing the dashcam driver to brake sharply to avoid a collision.

Following the incident, the offending driver accelerated and left the scene. The traffic police identified several violations committed by the driver, including driving in the emergency lane, changing lanes without signaling, and stopping in an unauthorized area on the highway. As a result, the total fine amounted to 23 million VND, and the driver also received a deduction of six points from their driving license.

The traffic police have urged all drivers to adhere to lane regulations, signaling when changing lanes, and stopping only in designated areas while traveling on highways. In cases of vehicle breakdowns, drivers should ensure safety and stop only in appropriate locations as per regulations. They emphasized the importance of remaining calm while driving, especially on high-speed highways where vehicles travel at high speeds and reaction times are short.

Spontaneous actions driven by anger, such as sudden acceleration, abrupt lane changes, or hard braking, can create dangerous situations, potentially leading to multi-vehicle accidents. Drivers are advised to reduce speed and increase following distance when encountering aggressive driving behavior from vehicles ahead and to avoid confrontations. If a driver's actions pose a danger, it is recommended to record the incident using a dashcam and report it to the authorities instead of attempting to resolve the matter on the road.
