On September 17, Deputy Prime Minister Ho Quoc Dung chaired a meeting at the Government Office to address the challenges faced by the Pacific Shipbuilding Company in Hai Phong. The company is currently working on a shipbuilding and repair project worth approximately 2.4 trillion VND (around $100 million). The project, which has been licensed since 2008 and adjusted in 2015, has encountered several legal and regulatory hurdles that need resolution.

According to Trần Văn Quân, Deputy Chairman of the Hai Phong People's Committee, the project has faced complications regarding the application of legal regulations related to dikes and existing constructions. These issues must be evaluated based on legal grounds, land use status, flood drainage safety, and disaster prevention measures. Recent inspections revealed that the construction permits for certain facilities outside the dike were not fully compliant with legal procedures, and the project area was not included in the designated riverbank list as per the Prime Minister's regulations from 2016.

Despite these challenges, Quân emphasized the city's commitment to addressing violations seriously without legitimizing any infractions. However, Hai Phong has requested feasible solutions to protect the investments made in the project. A recent hydraulic assessment indicated that the project would only marginally increase flood levels by about 1 cm and would not significantly affect flood drainage safety or dike integrity.

Moreover, the project aligns with the master plan for Hai Phong until 2040, with a vision extending to 2050, as approved by the Prime Minister. Recognizing the socio-economic benefits and the importance of the project to the local shipbuilding industry, Deputy Prime Minister Ho Quoc Dung instructed the Hai Phong People's Committee to proactively follow the National Assembly's resolutions regarding land use violations and related policies to expedite the necessary procedures.

Hải Phòng is urged to finalize documentation and resolve the issues promptly, allowing the company to stabilize its production. The Deputy Prime Minister emphasized that the resolution process must be comprehensive and legally compliant, thereby maximizing the effectiveness of the invested resources and enhancing the socio-economic development of the region while promoting the growth of Hai Phong's shipbuilding industry.
