Former President Donald Trump has made a bold promise to American citizens, vowing to issue a $5,000 payment to every adult if Republicans retain control of both chambers of Congress in the upcoming midterm elections. This announcement was made during the Republican Party's midterm convention in Dallas on Wednesday night.

Trump referred to this payment as a 'Trump dividend', likening it to cash distributions that successful companies provide to their shareholders. He emphasized that the funds would need to be spent within the United States, although he did not clarify how this requirement would be enforced.

For this proposal to be realized, it would require congressional approval. Senator Bernie Moreno from Ohio has expressed support for the initiative and indicated plans to draft legislation to facilitate the dividend after the elections. However, the financial implications of such a plan are significant, as it could cost approximately $1.2 trillion, given that there are around 240 million adult citizens in the U.S., according to Census Bureau data.

Critics have raised concerns about the impact of this proposal on the federal budget deficit, which was nearly $1.8 trillion in fiscal 2025. Without new revenue or spending cuts, the dividend could exacerbate existing inflationary pressures. Vice President J.D. Vance later specified that wealthy Americans would not be eligible for the payment, suggesting that it could be funded through tariff revenue, which totaled about $154.5 billion in the first ten months of fiscal 2026.

Trump attributed the potential funding to what he termed 'tremendous economic success' stemming from his policies, contrasting this with the Democrats’ approach, which he claimed leads to poverty. He also referenced previous stimulus checks issued during his first term, which were part of the government's response to the COVID-19 pandemic.

Despite the ambitious proposal, skepticism remains. Representative Chip Roy from Texas questioned how the payment would be financed, highlighting the challenges of covering such a substantial cost. The Democratic National Committee has criticized Trump and the Republicans for making promises of rebate checks that have not materialized in the past. They pointed out that previous proposals, including $2,000 tariff dividends and other financial incentives, were never enacted.

Trump's pledge comes at a challenging time for his political standing, with his approval rating dropping from 47% at the start of his second term to 33% by mid-August, according to recent polling. Many Americans are increasingly dissatisfied with the economy and the ongoing conflict in Iran, which has been ongoing for seven months. This dissatisfaction has contributed to a series of primary victories for progressive Democratic candidates.

At the convention, Trump framed the upcoming congressional elections as a referendum on his presidency, urging voters to view his success as intertwined with their own. He stated, 'If the Republicans win, you win with us. Now all we have to do is win.'
