On September 5, 2023, Vietnam's General Secretary and President To Lam hosted a ceremonial welcome for Myanmar's President Min Aung Hlaing at the National Assembly in Hanoi. The event included a flag-raising ceremony and a review of the Vietnam People's Army Honor Guard.

This visit, which took place from September 4 to 6, 2023, is significant as it is Min Aung Hlaing's first official trip to Vietnam since Myanmar held its general elections in January and established a new government. It also marks the highest-level delegation exchange between the two countries since 2019.

Min Aung Hlaing, born in 1956, has held the presidency of Myanmar since April 2021. He has a long history in the Myanmar military, having served as the Commander-in-Chief of the Armed Forces from 2011 to 2016.

Vietnam and Myanmar established diplomatic relations on May 28, 1975, and upgraded their partnership to a Comprehensive Cooperation Partnership in August 2017. In the first half of 2023, trade between the two nations reached 336 million USD, reflecting a 26% increase compared to the same period in 2022. Key imports from Vietnam include fruits, rubber, electronic products, and agricultural goods, while Vietnam exports fertilizers, textile materials, and machinery to Myanmar.

Vietnam currently has 107 active investment projects in Myanmar, with a total registered capital exceeding 1.4 billion USD, ranking fifth among 87 countries and territories investing abroad. Vietnamese Ambassador to Myanmar, Nguyen Anh Duc, expressed that President Min Aung Hlaing's visit will strengthen traditional friendly relations, enhance political trust, and promote bilateral and multilateral cooperation.
