Community Digital Technology Groups Narrowing the Digital Divide

In a significant effort to bridge the digital divide, Community Digital Technology Groups in Can Tho are becoming vital forces in promoting digital government, economy, and society. These groups are actively engaging with citizens to enhance their digital skills and ensure widespread access to digital services.

As part of Vietnam's national digital transformation journey, the presence of 1,227 Community Digital Technology Groups across 103 communes and wards in Can Tho is noteworthy. These groups, comprising local officials, youth union members, women's associations, and tech-savvy individuals, are dedicated to guiding residents in utilizing digital services.

Operating under the motto "hands-on guidance," these groups assist citizens in setting up electronic identification accounts (VNeID), submitting online applications through public service portals, and using QR codes for cashless payments at traditional markets. They also focus on raising awareness about online scams and enhancing cybersecurity.

In the Cai Rang ward, 16 digital transformation groups have been established, comprising 98 members. The active participation of local leaders and young officials has created a strong support network. This team regularly visits community centers to help residents navigate online public services, file electronic taxes via eTax Mobile, and utilize integrated VNeID features.

According to Tran Van Tham, Deputy Chairman of Cai Rang People's Committee, these groups serve as a vital link between the government and the people. They have effectively addressed staffing shortages and have been instrumental in supporting key initiatives like Project 06, aiming to achieve the three pillars of digital government, economy, and society.

Recent statistics from the Thanh My area indicate that approximately 80% of residents have installed the VNeID application, with a notable increase in cashless payment habits among individuals under 55. Additionally, the adoption rate of eTax Mobile stands at 15-20%, contributing to greater transparency in tax obligations and reducing cash-based transactions.

In rural areas like Co Do, the digital transformation model is being adapted to foster a digital economy. The local government has established nine Community Digital Technology Groups in nine hamlets, focusing on providing digital payment accounts for social beneficiaries and promoting QR code transactions. This initiative aims to bring local agricultural products to e-commerce platforms, thereby enhancing market access.

Despite the positive outcomes, the Community Digital Technology Groups face challenges, including limited time for digital transformation efforts and inadequate infrastructure in certain areas. Many residents, particularly the elderly, remain hesitant to embrace technology due to fears of information security breaches.

To sustain these initiatives, the Can Tho city government has implemented Resolution No. 20/2026/NQ-HĐND, providing financial support to groups for operational costs. Local authorities are also collaborating with telecommunications companies to enhance network coverage and improve service quality.

As emphasized by local leaders, the ultimate goal is to build a digital society that enhances residents' digital skills, thus facilitating their participation in the digital economy. The Community Digital Technology Groups are essential in achieving this vision, acting as a bridge to bring technological benefits closer to the people.

By maximizing the role of these groups, Can Tho aims to effectively implement the objectives outlined in Resolution 57-NQ/TW, successfully establishing a digital government, economy, and society.
