Phạm Tuấn Charged for Illegal Online Activities

Phạm Tuấn, a 25-year-old from Bắc Ninh, has been officially charged by the Hanoi Police Department for illegally disseminating information on computer networks and telecommunications. Tuấn gained notoriety between 2018 and 2019 as a prominent figure in videos produced by Ngô Bá Khá, also known as Khá "Bảnh," where he often referred to himself as Khá's "younger brother" and "right-hand man." Despite this claim, the two are not biologically related but rather are considered "social brothers."

According to investigative reports, Phạm Tuấn managed the YouTube channel "Phạm Tuấn ENTERTAINMENT," which boasts over one million subscribers. The channel frequently featured content related to gangs, street violence, and school bullying, showcasing individuals using knives, swords, and firearms to resolve conflicts. Notably, a video titled "Dead End 3 - Turning the Tables," released in 2020, garnered nearly three million views and thousands of comments. Authorities have determined that such content has a detrimental effect on viewers, particularly the youth.

Additionally, Tuấn and his associates have been accused of unlawfully using images from a high school in Bắc Ninh, associating it with the phrase "A School that Favors Violence," which has harmed the institution's reputation. The production and dissemination of these videos reportedly generated hundreds of millions of Vietnamese Dong for Tuấn's group.

In the wake of these developments, the Hanoi Police Department is expanding its investigation to clarify the roles of those involved and to ensure appropriate legal actions are taken. After Khá "Bảnh" was arrested in April 2019 and sentenced to over ten years in prison for gambling-related offenses, Phạm Tuấn shifted his focus to managing social media interactions and promoting various financial investment models. This included involvement with Wefinex, a binary options platform that has been flagged by authorities for potential illegal multi-level marketing activities. In July 2021, Tuấn was introduced as the exclusive agent for BitcoinDeFi in Northern Vietnam, but shortly thereafter, he deleted his Facebook account and ceased communications amid complaints from investors about their inability to withdraw funds.
