Lê Thanh Thản Indicted for Fraud in Housing Project

The Hanoi People's Procuracy has completed the indictment against Lê Thanh Thản for the crime of deceiving customers in relation to the CT6 Kiến Hưng housing project. The case has been forwarded to the Hanoi People's Court for trial. Alongside Thản, several former officials from the Kiến Hưng ward and the construction inspection department are also facing charges for their negligence that contributed to significant consequences.

In August 2023, the Hanoi People's Court began preliminary proceedings against Thản and the implicated individuals. During the trial, the court decided to return the case for further investigation. According to the indictment, the CT6 Kiến Hưng project was approved by the former Hà Tây provincial government, which is now part of Hanoi, but the city did not authorize any changes to the project's detailed planning.

Despite this, Lê Thanh Thản, as the chairman and general director of Bemes Company, directed the construction of the project in violation of the approved regulations starting in October 2010. From March 2011, he falsely advertised the project's legal status, claiming that it had been approved and complied with construction regulations, misleading customers into purchasing apartments.

By November 2012, the construction was completed, and residents began moving in January 2013. The indictment alleges that Thản unlawfully changed land usage, constructed beyond the approved plans, and sold 519 apartments without the state recognizing the customers' land use rights or ownership of the properties, resulting in illicit gains exceeding 531 billion VND. This amount represents the serious damages inflicted on the 519 customers.

Furthermore, the investigation revealed that the Bemes Company committed numerous violations throughout the design, construction, and inspection processes, leading to the project failing to meet the conditions for issuing land use certificates. The involved officials from the Kiến Hưng ward and the former Hà Đông construction inspection department are accused of failing to conduct adequate inspections to detect and prevent these violations, which resulted in severe financial losses for the buyers.
