On August 9, 2026, Trần Thanh Mẫn, a member of the Politburo and Chairperson of the National Assembly of Vietnam, led a high-level delegation to pay respects to Xaysomphone Phomvihane, the late Chairperson of the National Assembly of Laos, in Vientiane, Laos. This visit comes in the wake of Phomvihane's passing at the age of 70, which was announced by the Central Committee of the Lao People's Revolutionary Party, the National Assembly, and the Government of the Lao People's Democratic Republic on the evening of August 8.

To honor the contributions of Xaysomphone Phomvihane and express profound condolences, the Lao government has declared a five-day national mourning period from August 9 to August 13. During this time, all government offices and public institutions across the country, as well as Vietnamese representative offices abroad, will fly flags at half-mast and observe mourning protocols as stipulated. Additionally, public entertainment and recreational activities will be suspended during this mourning period.
