Hanoi's Vice Chairman, Truong Viet Dung, has signed a plan to provide financial assistance to individuals from poor households who are converting their gasoline-powered motorcycles to green transportation. According to the plan, each person will receive support for only one vehicle, ensuring a focused approach to promoting cleaner energy use.
The initiative, outlined in Plan No. 295/KH-UBND dated July 30, 2026, aims to facilitate the transition from fossil fuel-powered vehicles to clean energy alternatives. The city will establish a process for receiving, reviewing, approving, and disbursing direct financial support to eligible individuals. Additionally, the plan includes guidelines for preferential loans from the Hanoi Development Investment Fund, offering a 30% interest rate subsidy for transport businesses that qualify under Resolution No. 68/2026/NQ-HĐND.
Furthermore, the Hanoi authorities will conduct a review to compile a list of low-income households based on multidimensional poverty standards approved by the city. This review will consider individuals who own gasoline-powered motorcycles registered before the resolution takes effect. The verification process will involve confirming residency information through the VNeID management software and cross-referencing vehicle registration data and purchase invoices for new green vehicles.
The support amount will be based on the legal invoice value of the green vehicle, capped at the maximum limit set by the resolution. The list of beneficiaries will be publicly displayed at the community level and on electronic systems.
In addition to the vehicle transition support, Hanoi will implement free bus fares for passengers traveling within the inner city area (Vành đai 1) from July 1, 2026, to June 30, 2027. This initiative aims to encourage the use of public transport, especially during national holidays and significant events.
With the establishment of a low-emission zone, Hanoi is taking significant steps towards promoting sustainable transportation and reducing urban pollution.
