Lê Duy Thành, the former chairman of Vinh Phuc province, has received a reimbursement of over 21.3 billion VND and $330,000 after fulfilling his obligations in a legal case involving the Phuc Son Group. On July 26, the Hanoi Civil Enforcement Agency confirmed that Thành had completed his civil obligations in the case.

The agency noted that Thành's family had initially paid 200,000 VND as a court fee. Additionally, the court had confiscated 20 billion VND and 1.3 million USD as part of the sentencing. After completing his legal obligations, the agency returned the excess funds to Thành's family.

As of now, Thành's family has not submitted a request for a certificate confirming the completion of the legal obligations. During the trial, it was alleged that Lê Duy Thành accepted bribes amounting to 49.8 billion VND from Nguyễn Văn Hậu, the chairman of the Phuc Son Group.

At the first-instance trial, investigators had seized 1.63 million USD and over 41 billion VND from Thành. This amount included funds that his family voluntarily submitted and money confiscated during a search of his residence. Prior to the appellate trial, Thành had already paid additional amounts to rectify the situation.

During the trial, he voluntarily deposited another 200 million VND into the temporary account of the State Treasury, which was recognized by the court as a positive step towards addressing the consequences of his actions.

In December 2025, the High People's Court in Hanoi reduced Thành's sentence from 12 years to 8 years and 6 months. In the same case, former Secretary of the Vinh Phuc Provincial Party Committee, Hoàng Thị Thúy Lan, saw her sentence reduced from 14 years to 11 years and 6 months. The court found that during the execution of 14 projects in Vinh Phuc, Phu Tho, and Quang Ngai, Hậu had bribed officials with over 130 billion VND to facilitate illegal activities, with Thành and Lan receiving a total of more than 97.7 billion VND.
