Hoàng Thị Thúy Lan, the former Secretary of the Vĩnh Phúc Provincial Party Committee, has successfully completed her civil judgment obligations by paying nearly 48 billion VND (approximately 2 million USD) along with a court fee of 200,000 VND. According to a representative from the Hanoi Civil Judgment Enforcement Agency, Lan's family has settled the entire amount related to the bribes she received, which were deemed unlawful profits to be returned to the state budget.

As of now, Lan's family has not submitted a request for a certificate of completion of civil judgment enforcement, which is a necessary condition for any future consideration of a sentence reduction. Hoàng Thị Thúy Lan was arrested in March 2024 by the Ministry of Public Security for her involvement in a bribery case linked to Phúc Sơn Group and several other provinces.

On December 22, 2025, the Supreme People's Court in Hanoi announced a verdict for a group of defendants, including Lan, who had sought a reduction in their sentences. The appellate court acknowledged that the defendants had good character and that many were elderly, over 60 years old. Lan had previously been awarded a Second Class Labor Medal and a Certificate of Merit from the Vĩnh Phúc Provincial People's Committee during her career.

The court took into account her difficult family circumstances, including aging parents and a husband with health issues. It was noted that Lan showed remorse and provided new evidence reflecting her regret and acknowledgment of her wrongdoing. Consequently, the appellate court accepted her appeal, reducing her initial sentence from 14 years to 11 years and 6 months for the crime of accepting bribes. Additionally, the court granted sentence reductions to several other defendants involved in the case.
