Former Chairman Lê Duy Thành Receives 21 Billion VND and 330,000 USD

Lê Duy Thành, the former Chairman of the People's Committee of Vĩnh Phúc Province, has successfully fulfilled his civil judgment obligations and has received a refund of 21.3 billion VND and 330,000 USD from the Hanoi Civil Judgment Enforcement Department. This development comes after his involvement in a legal case connected to the Phúc Sơn Group and several other provinces.

According to representatives from the Hanoi Civil Judgment Enforcement Department, Lê Duy Thành's family has paid the initial court fees of 200,000 VND. The enforcement agency had previously seized 20 billion VND and 1.3 million USD from Thành, which was allocated to the state budget as per the court's ruling. Additionally, they deducted 300 million VND from the obligations of Nguyễn Văn Hậu, Chairman of the Phúc Sơn Group.

Notably, the Hanoi Civil Judgment Enforcement Department has returned the aforementioned amounts to Lê Duy Thành, which will be transferred to his family members. To date, Thành's family has not submitted a request to the Hanoi Civil Judgment Enforcement Department for a certificate confirming the completion of civil judgment obligations, a necessary procedure for seeking a potential reduction in his prison sentence in the future.

In relation to the funds mentioned, during the preliminary hearing on June 26, 2025, the court disclosed that the investigative agency had temporarily seized 1.63 million USD and over 41 billion VND from Thành. This money was voluntarily submitted by Thành's family and was confiscated during a search of his residence. He was accused of accepting bribes amounting to 1.3 million USD and 20 billion VND from the Chairman of the Phúc Sơn Group. Thành has since requested to return this money to the state budget.

Furthermore, Thành's family has expressed a willingness to pay an additional 300 million VND to mitigate the overall consequences of the case. At the preliminary hearing, Thành requested the court to return 330,000 USD and over 20 billion VND, totaling more than 28 billion VND at that time.

During the appellate hearing in December 2025, Thành's lawyer mentioned that they had received numerous petitions requesting leniency for Thành from local residents and organizations. This included over 2,600 individuals, four government agencies, political and social organizations, and 41 businesses. Notably, 16 schools and seven residential areas in Phú Thọ province submitted a petition with 627 signatures, acknowledging Thành's contributions and services throughout his career.

In light of the mitigating circumstances, the court accepted the appeal and reduced the sentences for several defendants in the case. Lê Duy Thành was sentenced to 8 years and 6 months in prison for bribery, which was a reduction of 3 years and 6 months from the original sentence of 12 years.

Additionally, Hoàng Thị Thúy Lan, the former Secretary of the Vĩnh Phúc Provincial Party Committee, has also completed her civil judgment obligations after paying the initial court fees and returning nearly 48 billion VND that she had received illegally. Her family has yet to request a certificate confirming the completion of civil judgment obligations.
