Government Issues Decree 232 on Public Employee Job Positions

The Vietnamese government has officially released Decree 232/2026/ND-CP, which sets forth regulations regarding job positions for public employees, set to take effect on July 1, 2026. This decree is designed to ensure that each job position is determined based on groups of tasks that share similar characteristics and core job content.

According to the decree, the principles for defining job positions must align with the functions, tasks, powers, and organizational structures of public institutions. The regulations emphasize that job positions should be based on a framework that does not create new job titles or positions outside of the established categories.

Decree 232 outlines a comprehensive job position catalog, which includes management positions, professional roles, and support roles. Each category will be defined to ensure that job positions reflect the essential nature of the work performed. For instance, management positions will correspond directly to specific job roles, and any adjustments in responsibilities must not lead to the creation of new job positions.

Furthermore, the decree specifies that job positions will be classified into five levels, from level one (the lowest) to level five (the highest). Each public institution will determine the number of levels applicable to their job positions based on their functions and development scale, adhering to the established framework.

Public employees will be assigned to a job level that matches their capabilities and responsibilities, and their salaries will be adjusted accordingly. The decree also stipulates that the distribution of public employees across job levels must comply with set ratios, ensuring that positions are filled appropriately based on qualifications and institutional needs.

Decree 232 aims to enhance the efficiency and clarity of public service roles, ensuring that job descriptions and responsibilities are well-defined and aligned with the overall objectives of public institutions in Vietnam. The implementation of this decree is expected to lead to more effective governance and improved public service delivery.

As the deadline approaches, all ministries, sectors, and localities are required to finalize their job position approvals by July 1, 2026, to comply with the new regulations.
