New Land and Housing Policies Effective July 2026

Starting July 1, 2026, Vietnam will introduce new policies regarding land and housing, significantly altering the operational landscape for property management and construction. These changes, outlined in the Resolution 66.18/2026/NQ-CP, aim to simplify procedures and enhance efficiency in the real estate sector.

Key Changes in Policies

  • Elimination of Notification Requirements for Management Units: Management units of apartment buildings will no longer be required to notify authorities of their operational eligibility before providing services. This change removes the bureaucratic burden that previously delayed service provision.
  • Removal of Information Change Notification: The requirement for management units to notify changes in their information has been abolished. This streamlining is expected to facilitate smoother operations and reduce administrative overhead.
  • Accelerated Building Permit Issuance: The time frame for issuing building permits for individual housing has been drastically reduced to just seven working days. Previously, this process could take up to 15 days, making it a significant improvement for homeowners and builders.
  • Reduced Conditions for Management Units: The conditions required for management units to operate have been significantly cut back. This includes eliminating the need for specialized departments and certified personnel, thus allowing more entities to manage apartment buildings.

These policy changes reflect the government's commitment to enhancing the efficiency of the housing sector and making it more accessible for both management units and residents. With these reforms, Vietnam aims to foster a more dynamic real estate market that can better meet the needs of its growing population.
