The Ministry of Construction has recently published Decision No. 949/QĐ-BXD, which outlines the revised administrative procedures related to construction activities. This decision is part of an effort to simplify and reduce the bureaucratic processes involved in obtaining construction permits.

Starting from July 1, 2026, several key changes will be implemented regarding the issuance of construction permits for various project categories. The updated procedures include:

Provincial Level Procedures

• Issuing new construction permits for special class, class I, and class II projects, including those not on a route, urban projects, religious structures, and monumental works.
• Adjusting existing construction permits for the aforementioned categories.
• Issuing permits for repairs and renovations for special class, class I, and class II projects.
• Issuing relocation permits for constructions in the same classifications.

Community Level Procedures

• Issuing new construction permits for class III and class IV projects, including individual houses and similar structures.
• Adjusting construction permits for class III and class IV projects.
• Issuing permits for repairs and renovations for class III and class IV projects.
• Issuing relocation permits for class III and class IV projects.

This decision aims to enhance efficiency in the construction sector and reduce the time required for permit approvals. Additionally, previous regulations regarding construction permit procedures will be rendered obsolete as of the effective date of this new decision.
