Trương Mỹ Lan, who is currently serving a sentence, has unexpectedly been brought up in connection with a substantial asset valuation of over 306 billion dong. This situation arises from the civil enforcement process involving the Vạn Thịnh Phát case, where the assets are to be seized to satisfy court judgments.
The Hanoi Civil Enforcement Department has announced the results of the asset valuation, which includes several properties registered under Trần Sơn Minh. The total value of these assets is determined to be approximately 306.88 billion dong. The properties in question are located in Ba Vì, Hanoi, and include:
The individuals required to fulfill the court's decisions include the Gia Tuệ - Lâm Đồng Investment and Tourism Development Company and Trần Sơn Minh. On the other hand, the beneficiaries of the enforcement include the victims of the Vạn Thịnh Phát case and Trương Mỹ Lan herself, who is also identified as a party liable for the enforcement.
According to the announcement, both the beneficiaries and the liable parties have the right to request a re-evaluation of the assets within five working days of receiving the notice. The Vạn Thịnh Phát case involved the Gia Tuệ - Lâm Đồng Company, which has three shareholders, including Trần Sơn Minh, Trần Minh Hoàng, and Trần Linh Chi, who are involved in two projects at the Tuyền Lâm Lake tourism area in Da Lat.
Trương Mỹ Lan had previously agreed to acquire the project from Gia Tuệ - Lâm Đồng for 920 billion dong, having paid 672 billion dong for a 70% stake. However, the company failed to complete the necessary capital increase procedures. Subsequently, Gia Tuệ - Lâm Đồng proposed a “swap” plan to return the 672 billion dong received by transferring six other assets valued at a total of 689 billion dong, while canceling the share acquisition contract. Trương Mỹ Lan accepted this proposal, but the court did not approve it.
The court ruled that since the two projects had not been implemented, and despite Trương Mỹ Lan's payment of 672 billion dong, she did not hold shares in Gia Tuệ - Lâm Đồng. Therefore, there was no basis for seizing the projects or shares in the company, as the land is leased from the state on an annual payment basis. To ensure the full recovery of assets and address the consequences of the case, the court determined that Gia Tuệ - Lâm Đồng must return the 672 billion dong to meet Trương Mỹ Lan's compensation obligations. Additionally, the six properties previously seized by the court will continue to be held to ensure compliance with the enforcement order.
