Investigation Launched into Local Officials' Luncheon During Work Hours

Authorities in Quang Tri province are currently investigating a report involving the Secretary of the Dong Trach Commune Party Committee, Nguyen Trong Tuyen, and two local school principals, Tran Anh Tuan and Hoang Thi Gai, who were allegedly spotted dining during work hours. The incident, which occurred on August 28, has raised concerns about adherence to work regulations among local officials.

According to the Quang Tri Department of Home Affairs, the investigation was prompted by a citizen complaint that included photographic evidence of the officials at a restaurant in Bau Bang village. The complaint highlighted concerns over their compliance with work hours and the potential consumption of alcohol during this time.

On September 11, a monitoring team was dispatched to verify the claims. Upon arrival at the Dong Trach Commune Party Committee office, they found Tuyen's office closed. He later communicated that he was attending a meeting with the provincial party committee. Meanwhile, Gai confirmed her presence at the restaurant around 11:10 AM on the day in question, while Tuan acknowledged arriving shortly after.

The preliminary findings of the investigation confirmed that all three officials participated in the luncheon. However, the Department of Home Affairs noted that due to the management structure, these individuals do not fall under the jurisdiction of the provincial People's Committee. Tuyen is managed by the Provincial Party Committee, and the Department has recommended that the matter be reported to them for further action.

In previous statements, Tuyen explained that the lunch was a farewell gathering for a retired teacher returning to Ho Chi Minh City. He admitted that attending the lunch before the end of the morning work shift was inappropriate but denied consuming any alcohol. Tuan also stated that he only drank water as he had afternoon duties.

The investigation has yet to conclude whether the officials consumed alcohol during the meal. Vo Hai Quan, Chairman of the Dong Trach Commune People's Committee, stated that the preliminary investigation aimed to address the citizen's concerns. He noted that the incident occurred at the beginning of the school year when classes had not yet commenced, and the officials believed they had completed their morning duties by 11 AM.

Additionally, the monitoring team observed some officials not wearing identification badges during work hours, prompting reminders and recommendations for adherence to regulations regarding work hours and badge display.
