On September 18, 2026, General Secretary and President Tô Lâm hosted a ceremony at the Presidential Office to appoint two new ambassadors of the Socialist Republic of Vietnam to foreign countries.

During the ceremony, Tô Lâm appointed Phạm Bình Đàm as the Ambassador Extraordinary and Plenipotentiary of Vietnam to the Democratic Republic of Timor-Leste. Additionally, Nguyễn Văn Hiệu was appointed as the Ambassador Extraordinary and Plenipotentiary to Angola, with concurrent responsibilities for the Republic of Congo, the Republic of Zambia, the Democratic Republic of Congo, Equatorial Guinea, São Tomé and Príncipe, and Cape Verde.

In his address, Tô Lâm outlined the responsibilities and expectations for the newly appointed ambassadors, emphasizing their roles in strengthening Vietnam's diplomatic relations and promoting national interests abroad. The ceremony was attended by various officials, including Lê Hoài Trung, a member of the Politburo and Minister of Foreign Affairs, who also spoke at the event.

Phạm Bình Đàm, on behalf of the new ambassadors, expressed gratitude for the trust placed in them and committed to fulfilling their duties with dedication and integrity.
