General Secretary Tô Lâm Emphasizes Importance of Personnel Management

General Secretary and President Tô Lâm has emphasized the importance of effective personnel management within Vietnam's political system. During a meeting on September 16, he stated that personnel transfers should be closely linked to training and actual job responsibilities, rather than being conducted solely to complete administrative documentation.

Tô Lâm, who also leads the inspection and supervision delegation of the Politburo, chaired a meeting to discuss the draft report on the results of the third inspection and supervision phase concerning the Standing Committee of the National Assembly Party Organization. He underscored the significance of personnel management as a vital aspect that directly affects the quality and effectiveness of political operations.

Trần Thanh Mẫn, Secretary of the National Assembly Party Organization and Chairman of the National Assembly, echoed Tô Lâm's sentiments, highlighting the heavy legislative workload ahead. He noted that the National Assembly is set to pass 127 laws and numerous important resolutions in the 2024-2025 period alone. Mẫn emphasized the need for responsibility among officials, civil servants, and party members in tackling new and complex tasks without complaint.

During the meeting, Tô Lâm called for a serious approach to personnel evaluation and management, advocating for the identification and placement of capable individuals in positions of responsibility. He stressed that the quality of laws and decisions is directly linked to the integrity, intelligence, and sense of responsibility of those involved in legislative processes.

Tô Lâm proposed six key tasks and solutions for personnel management, including reviewing personnel according to job positions, modernizing evaluation methods, and ensuring that personnel transfers are purposeful. He also highlighted the importance of establishing a unified and accurate personnel data system, suggesting the use of artificial intelligence to aid in data management, while cautioning against allowing technology to make personnel decisions.

In conclusion, Tô Lâm reiterated the necessity of appointing the right individuals to the right positions and ensuring fair evaluations of their performance. He emphasized that talented individuals should be recognized and utilized effectively, while those who do not meet expectations should receive appropriate training or reassignment.
