Clarification on Monthly Support for Singles in 2027

The Quang Ninh provincial government has introduced a policy that allows eligible individuals to receive a cash gift of 300,000 VND from the provincial budget during the Tet holiday from 2026 to 2030. This initiative, outlined in Resolution 83/2025/NQ-HĐND on November 14, 2025, aims to support various social policy beneficiaries during the annual Tet celebrations.
According to the resolution, the cash gift will be distributed to specific groups including individuals currently receiving disability benefits, those who have stopped receiving disability benefits but have worked for a minimum of 15 years, and individuals receiving monthly accident or occupational disease benefits, excluding those currently employed in government agencies or enterprises. Additionally, individuals aged 70 and above will also qualify for this cash gift.
Eligible recipients must have their permanent residence in Quang Ninh province. Certain groups may also have additional conditions regarding temporary residence. The cash gift will be distributed annually during the Tet holiday, specifically from December 1 to the last day of the lunar December. If an eligible person passes away during this period, the gift will still be provided to their legal heirs.
It is important to note that if an individual qualifies under multiple categories for the cash gift, they will only receive the highest amount available and cannot claim multiple gifts. However, if a household qualifies for a gift and has an individual member who also qualifies, both the household and individual gifts will be distributed as per the regulations.
In addition to the cash gift policy, labor laws regarding salaries during the Tet holiday have also garnered attention. According to Article 112 of the Labor Code 2019, employees are entitled to five days off with full pay during Tet. If employers provide additional days off and maintain salary payments, employees will continue to receive their wages during those extra days off as agreed upon.
Employees can negotiate with their employers to use annual leave to extend their Tet holiday. Any annual leave taken will still be compensated at full pay. Conversely, if employees have exhausted their annual leave and take additional unpaid leave, they may not receive pay for those days. Those wishing to take unpaid leave must reach an agreement with their employer, as unauthorized absences can affect their rights and employment relationships.
