DOC may extend anti-dumping duty on PE bags from Vietnam

The United States Department of Commerce (DOC) has announced a review of anti-dumping and countervailing duties on several key export items from Vietnam, including solar panels, honey, and woven bags. This move comes as part of an ongoing effort to ensure fair trade practices and could result in tariffs as high as 270% for non-cooperating companies.
The review process is set to cover solar panels imported from Vietnam under case number A-552-841, with the review period extending from December 4, 2024, to May 31, 2026. Concurrently, the DOC is also examining countervailing duties for the same product under case number C-552-842, covering the period from October 4, 2024, to December 31, 2025.
In addition to solar panels, the DOC will review anti-dumping duties on raw honey under case number A-552-833, with the review period from June 1, 2025, to May 31, 2026. Woven bags from Vietnam are also included in the anti-dumping review, under case number A-552-823, with the same review period.
Exporters of these items are required to notify the DOC if they did not export these products during the review periods, with a deadline set for September 10, 2026. The DOC will select mandatory respondents based on export volumes from high to low, as per data from the U.S. Customs and Border Protection (CBP).
Stakeholders will have 90 days from the announcement to withdraw their requests for review. The DOC is expected to issue its review conclusions by June 30, 2027. In previous assessments, Vietnam accounted for approximately 26% of total solar panel imports into the U.S., with tariffs commonly ranging from 52.54% to 120.38%. Non-cooperating companies faced even steeper tariffs of up to 271.28%.
In September 2024, the DOC had already announced its final conclusions regarding woven bags, deciding to maintain anti-dumping and countervailing duties for an additional five years. The DOC indicated that removing current tariff measures could lead to a continuation or recurrence of dumping activities, with an average margin of 292.61% identified.
