On August 20, the Ministry of Public Security in Vietnam became the permanent agency of the Central Steering Committee on Science and Technology Development, Innovation, and Digital Transformation. This transition was formalized during a signing ceremony between the Central Office of the Party and the Ministry of Public Security.
This change comes after the Politburo issued regulation 215-QD/TW, which amends and supplements the functions, tasks, powers, working regime, and working relationships of the Central Steering Committee. The committee operates under the direct leadership and direction of the Politburo and is responsible for overseeing the implementation of breakthrough solutions for national science and technology development.
General Lương Tam Quang, the Minister of Public Security, emphasized the significant responsibility that comes with this new role. He noted that without the cooperation of various ministries, localities, scientists, and educational institutions, it would be challenging to fulfill the committee's objectives.
Additionally, the committee will integrate its functions with four existing government steering committees that overlap with its mission, including those focused on science and technology, digital transformation, national data, cybersecurity, and semiconductor industry development.
Each locality will establish a provincial steering committee led by the Secretary of the Provincial Party Committee, with the Provincial People's Committee Chairman serving as the Deputy Head. The provincial police will act as the permanent agency for these local committees.
Furthermore, the Central Steering Committee on Science and Technology Development will make decisions regarding organizational restructuring, including the establishment of five task forces focused on major issues such as digital transformation, data services, public administration reform, and the implementation of project 06.
Minister Lương Tam Quang will lead the task force on digital transformation, while Deputy Minister Nguyễn Văn Long will head the inter-sectoral support team. The Minister of Public Security will also chair the National Advisory Council, with the Minister of Science and Technology and Deputy Minister Nguyễn Văn Long serving as vice-chairs.
