The Hanoi People's Committee has submitted a proposal to the municipal People's Council to approve the investment plan for a healthcare complex dedicated to elderly care, with a total estimated investment of 14.229 trillion VND. This project, which includes a public-private partnership (PPP) component, aims to create a high-quality integrated healthcare complex that focuses on training, scientific research, technology transfer, long-term care, and rehabilitation services for the elderly.

The proposed complex will cover an area of approximately 9.26 hectares and will consist of two main zones. The first zone, located at Lot D1, will span about 8.56 hectares and will house the Hanoi University of Medicine, which will accommodate around 3,000 students. Additionally, it will feature dormitories for approximately 2,000 students and professionals, including 1,600 Vietnamese students, 300 international students, and 100 foreign experts. A 1,600-bed hospital, the Hanoi University Hospital, will also be constructed in this area, equipped with modern technology and adhering to international standards.

The second zone, situated at Lot B3, will cover around 0.7 hectares and will be developed into a senior healthcare complex. This area will include medical treatment facilities and residential apartments for the elderly, comprising approximately 720 units that can accommodate around 1,680 residents. The complex is designed to provide specialized elderly care services, including 24/7 medical support, long-term and short-term care, nursing services, and assistance with daily living activities.

The project is divided into three components, with the first component involving the construction of the Hanoi University Hospital and the medical treatment facilities at Lot B3, totaling an investment of 9.531 trillion VND, funded by non-budget sources. The second component will focus on equipping the facilities with medical and educational tools, with an investment of 2.632 trillion VND. The third component will develop the residential complex for the elderly, with an investment of 2.064 trillion VND, also funded by non-budget sources.

According to the plan, components one and two are expected to be completed by the fourth quarter of 2028, while component three is projected to finish by the fourth quarter of 2029. The funding for the first component will be structured as a build-transfer (BT) contract, with land use rights as payment. The total land area designated for this purpose is approximately 98.13 hectares, with an estimated land value of 9.873 trillion VND, pending final assessments.
