Hanoi is set to consider a proposal to extend the procedures for six major projects that have commenced but are yet to complete their planning, investment documentation, or land clearance. The draft resolution for this extension will be reviewed by the Hanoi People's Council during a special session on August 10.

The six projects, which have a combined estimated capital of nearly 2 trillion VND, include the Red River Landscape Boulevard, the Hanoi International Sports Complex, three urban areas, and a healthcare complex. These projects are being implemented under a special mechanism outlined in Resolution 258/2025 by the National Assembly, allowing construction to begin even when certain procedures are incomplete, provided that the investors fulfill all requirements within six months.

Due to delays in planning, investment preparation, and land clearance, the city has proposed extending the deadline by an additional six months. The Red River Landscape Boulevard project, covering over 11,400 hectares with a total investment of nearly 737 trillion VND, is expected to be completed by 2038. The project is being financed through a build-transfer contract, with payments made in land.

Construction began on December 19, 2025, with the public park section in Phu Thuong ward, but the detailed planning for the entire project has not yet been approved. The consortium of investors is currently preparing to gather public opinions on the project's location and route while coordinating adjustments to the overall planning of the Red River urban area.

The Hanoi International Sports Complex spans nearly 9,000 hectares and is divided into four sub-zones, with a total investment of approximately 925 trillion VND. It also commenced construction on the same day, starting with a 2.1-hectare parking area in sub-zone B. To date, about 50% of the land clearance has been completed, with compensation payments totaling around 50 trillion VND.

Three urban areas are also facing investment and land clearance delays. The multi-purpose urban area in Thư Lâm and Đông Anh, covering approximately 736 hectares, has an investment of over 85 trillion VND and began construction on February 2. However, the feasibility report and investment documentation have not yet been approved.

Another multi-purpose urban area in Thiên Lộc and Phúc Thịnh, branded as Bắc Thăng Long Urban City, spans around 474 hectares with a total investment of nearly 99.9 trillion VND, also starting construction on February 2. The detailed planning proposal has been shared with the public and is in the final stages of review.

The FPT Digital Technology Park, covering over 196 hectares, has a total investment of approximately 86 trillion VND. Construction began on January 16, with a symbolic park section temporarily allocated by the city. However, the project has not completed land clearance and has faced delays in detailed planning.

Lastly, the healthcare complex, aimed at elderly care in collaboration with Hanoi Medical University, is projected to cost 14.2 trillion VND and spans about 9 hectares. It began construction on January 17 but is facing challenges due to the innovative model combining healthcare, training, and elderly care, which lacks precedent. The project is also hindered by funding coordination issues, delayed detailed planning, and some residents' disagreements on compensation and resettlement.
