On July 26, the General Secretary and President, To Lam, on behalf of the Central Committee of the Party, signed the new Regulation 207, outlining 19 actions that party members must not engage in. This regulation replaces the previous Regulation 37 from 2021 and introduces significant updates regarding the conduct of party members in relation to public duties, personnel work, asset declaration, and technology use.

Among the key prohibitions, party members are now explicitly barred from using the internet, social media, digital platforms, and artificial intelligence to create or disseminate false information. Unlike the previous regulation, which only prohibited writing articles, the new rules clearly state that members must not write, speak, or publish false information or provide data to others for such purposes. Additionally, party members cannot refuse to publish feedback or corrections as required by law.

The regulations also restrict party members from directly or indirectly promoting or supporting the creation, production, storage, or distribution of cultural products that are deemed unhealthy or contrary to Vietnamese morals. This includes materials that incite negative societal impacts, distort history, defame leaders, or undermine the Party and State.

Furthermore, the new rules expand the scope of prohibited behaviors to include actions that threaten or retaliate against individuals who file complaints or criticize corruption, waste, or negative practices. Party members are now required to report and maintain accurate records of their assets and income, including providing explanations for any significant changes.

Another notable addition is the prohibition against party members exploiting their roles to issue documents that violate regulations or create unfair advantages for certain organizations or individuals. They must not engage in bureaucratic harassment or delay processes in administrative procedures.

The new regulations also address the issue of nepotism, stating that party members must not allow relatives or acquaintances to exploit their positions for personal gain, corruption, or legal violations. Members are also prohibited from misusing pilot policies or special mechanisms.

When traveling abroad, party members are required to comply with both Vietnamese laws and the laws of the host country. The new guidelines specifically outline actions related to manipulating appointments or promotions, emphasizing that members must not interfere in any form to secure positions or benefits unlawfully.

Additionally, party members must not misuse organizational restructuring to place unqualified individuals in positions of power. They are mandated to practice thrift and prevent waste in managing public finances and assets.

Finally, while previous regulations prohibited the excessive use of alcohol, the new guidelines specify that members must not engage in behavior that violates social ethics or laws related to substance abuse.
