New Criteria for Appointing School Principals in Hanoi

Hanoi's government has established six criteria for the appointment of school principals as part of its restructuring efforts for educational institutions. This initiative aims to enhance the quality of leadership in schools across the city.

The criteria, communicated in a directive to the Department of Education and local authorities, emphasize the importance of experience, professional qualifications, and personal qualities. Specifically, candidates must have successfully completed their duties for three consecutive years, possess higher qualifications than required, and be of an appropriate age for the role.

Key Criteria for Appointment

  • Demonstrated ethical qualities, outstanding capabilities, and a commitment to their work that meets the demands of the current educational landscape.
  • Possession of professional qualifications that exceed the requirements for the school's functions and development goals.
  • Strong management skills, the ability to unite staff, and a proven track record in management and professional performance.
  • Age suitability for the management team structure at the local level, with a minimum of 36 months remaining in their tenure, barring special cases.
  • Potential for future advancement, with a clear trajectory for professional growth.
  • Consistent positive evaluations of their performance over the last three years.

The new principals will primarily be selected from current serving principals. In cases where these individuals do not meet the criteria or voluntarily resign, vice principals may be considered for the position. Those principals who are surplus after the restructuring may take on vice principal roles or other suitable positions, retaining their allowances for a minimum of six months.

Hanoi's approach aligns with a national policy aimed at optimizing the management structure of public schools, ensuring that each locality has at least one kindergarten, primary school, and secondary school while reducing management layers by approximately 50%. This restructuring is expected to be completed by July 26, with personnel appointments finalized by August 10.
