Ministry of Home Affairs Provides Guidance on Village Mergers
The Ministry of Home Affairs has issued guidance regarding the resignation of village party secretaries

On July 7, the Ministry of Home Affairs of Vietnam released official document number 7031/BNV-TCBC, addressing the policies for non-professional community workers in villages and community groups who are being laid off due to restructuring efforts. This new guidance is aimed at local governments to facilitate the implementation of support measures for affected individuals.
According to the guidelines, localities are required to address the policies for non-professional workers who are directly impacted by the restructuring of villages and community groups as per the provisions of Decree No. 154/2025/NĐ-CP. For those laid off due to local restructuring efforts that do not fall under the Decree's provisions, the Ministry recommends that local authorities assess the actual situation and budget capabilities to proactively establish support policies funded by local budgets.
The resolution of policies for non-professional community workers who are laid off is crucial to ensuring the rights of those directly affected during the restructuring process. It also aims to facilitate localities in uniformly implementing new regulations regarding the organization and operation of villages and community groups.
