In an unprecedented move, Vietnam's government has launched a comprehensive reform of its business environment, working tirelessly to eliminate unnecessary administrative procedures and business conditions. Over the course of just 15 days, officials from various ministries collaborated to draft and finalize eight resolutions, resulting in the abolition of 184 administrative procedures and nearly 900 business conditions.
The urgency of this reform was underscored by Prime Minister Le Minh Hung, who emphasized that simply reducing the number of licenses and procedures was not enough; the goal was to genuinely decrease the time and costs associated with compliance for citizens and businesses. This initiative reflects a shift in the government’s approach from a permit-based management system to one based on standards and post-inspection.
As part of this reform, the government aims to create a more conducive environment for investment and economic growth. The changes are expected to cut compliance time and costs by approximately 50% compared to 2024 levels. Following the initial reform, three additional resolutions were issued, further reducing conditions in 60 business sectors and simplifying hundreds more procedures.
Experts have noted that the long processing times and overlapping regulations have been significant barriers to foreign investment in Vietnam. The reforms are seen as a necessary step to enhance the country's competitiveness and attract high-quality capital during the next growth cycle.
However, while the commitment to reform is commendable, experts caution against the risks of implementing changes too quickly without ensuring consistency across different levels of government. The potential for legal ambiguities and inconsistencies in enforcement could undermine the benefits of these reforms.
