The Ministry of Defense has recently responded to a proposal concerning the staffing of the local military command units, known as the Ban Chỉ huy quân sự cấp xã, following a request from voters in Thanh Hoa province. This proposal was forwarded to the Ministry by the National Assembly's Committee on Citizens' Opinions.

Voters expressed their concerns about the need for additional personnel to improve the quality of these military command units. They specifically requested that the Ministry focus on increasing the staffing levels and ensuring that the position of Political Officer is filled by a dedicated officer, rather than allowing for dual roles that could hinder effectiveness.

In its response, the Ministry of Defense indicated that it is implementing the conclusions from the Politburo's Resolution No. 234-KL/TW dated January 10, 2026, which pertains to the organizational structure of local military commands to meet current operational requirements. The Ministry is currently directing its agencies to continue researching and proposing a staffing structure that aligns with the two-tier local government system.

As an immediate measure, the Ministry plans to add one professional military position for a driver within the local military command units. They assured that they will adjust the personnel numbers based on practical situations to ensure that these units can effectively fulfill their missions.

Regarding the Political Officer position, it is currently held by the Secretary of the local Party Committee, as stipulated in Article 20 of the Law on Militia and Self-Defense Forces No. 48/2019/QH14 dated November 22, 2019. The Ministry of Defense will continue to guide its agencies in reviewing and amending the legal framework to adjust the organizational structure and staffing of local military commands, including the Ban Chỉ huy quân sự cấp xã, to better meet contemporary needs.
