The Bản Vẽ Hydropower Plant, the largest in Central North Vietnam, began water discharge at 9 AM on August 25, 2023, in anticipation of the impacts from Storm No. 4. The total discharge is expected to range from 340 to 1,200 cubic meters per second to ensure reservoir safety and reduce flood risks for downstream areas.
According to the Civil Defense Command of Nghệ An Province, the plant will monitor and adjust the water flow based on current conditions. On August 24, at 3:15 PM, the inflow to the reservoir was recorded at 2,259 cubic meters per second, with the water level at 190.44 meters. Forecasts indicated that the maximum inflow over the next 24 hours could reach approximately 2,100 cubic meters per second, gradually decreasing thereafter.
The operation of the reservoir is part of a strategic plan to ensure safety while helping to alleviate flooding for the surrounding regions. Local authorities have been urged to coordinate closely and monitor rainfall and flood developments to implement timely response measures and minimize damage.
Residents in the downstream areas are advised to stay updated on flood information and reservoir management, taking proactive safety measures, especially near rivers, streams, and areas prone to severe flooding and landslides. The Bản Vẽ Hydropower Plant is located on the upper Nậm Nơn River in Nghệ An Province, and recent heavy rains due to Storm No. 4 have caused landslides in several mountainous areas, significantly affecting local transportation.
As Storm No. 4 continues to linger over the Gulf of Tonkin, it has been classified as a level 11 storm, causing adverse weather conditions across the region.
