Clarification on Emergency Aid for Traffic Accident Victims

According to the recent guidelines issued by the Ministry of Public Security, individuals who transport traffic accident victims to emergency care will not automatically receive the 5 million VND support previously mandated. This clarification comes as part of the implementation of Decree No. 279/2025/ND-CP, which outlines the procedures for utilizing the Traffic Accident Damage Mitigation Fund.

The fund is designed to assist victims who are injured or families of those who have died in traffic accidents and are facing economic difficulties. It also aims to support organizations and individuals who directly participate in the rescue and transportation of accident victims, as well as promote awareness to reduce traffic accident damages.

However, the new regulations specify that not every case will qualify for the 5 million VND support. The following situations are excluded from receiving financial aid:

  • Households, organizations, or individuals not falling under the specified categories in Article 11 of Decree No. 279/2025/ND-CP.
  • Victims of traffic accidents that do not have their cases documented by the competent authorities.
  • Individuals responsible for causing the accident.
  • Victims who were driving under the influence of alcohol or drugs, or whose vehicles did not meet legal safety standards.
  • Organizations or individuals providing emergency services for a fee.
  • Individuals performing security duties who assist in transporting accident victims.

For those who do qualify, the maximum aid is set at 10 million VND for organizations and 5 million VND for individuals per case. The regulations will take effect from September 1, 2026, marking a significant step in traffic safety and victim support in Vietnam.
