The Ministry of Industry in Vietnam has initiated an anti-dumping investigation concerning specific products of prestressed steel imported from China. This action comes after the ministry received petitions from two domestic manufacturing companies, namely Hoa Phat Prestressed Steel Company and Vietnam Japan Prestressed Steel Joint Stock Company.

According to the ministry's recent decision, the investigation will focus on certain prestressed steel products originating from China, specifically those made from silicon manganese alloy steel. The products under scrutiny include bars, rods, or coils with diameters ranging from 7.1 to 12.6 mm, featuring either smooth surfaces or twisted ribs, without any metallic coatings.

Preliminary findings suggest that the dumping margin for the investigated products from China is approximately 23.06%. The investigation period for the alleged dumping activities is set from July 1, 2025, to June 30, 2026, while the damage assessment period will extend from July 1, 2022, to June 30, 2026.

This decision follows a thorough review of the investigation request submitted by the two domestic companies, which claimed that the imported prestressed steel products from China have been sold at unfairly low prices in the Vietnamese market. This practice has reportedly caused significant harm to the local manufacturing sector.

The Ministry of Industry's Trade Defense Department received the investigation request on April 3. After a detailed review and request for additional information, the department confirmed the completeness and validity of the request on June 9 and notified the Chinese Embassy in Vietnam in accordance with WTO regulations.

The review process indicated that the petitioners represent the domestic manufacturing sector and provided initial evidence of dumping activities and substantial damage to the local industry, thus justifying the initiation of the investigation.

Furthermore, the Ministry has advised all organizations and individuals involved in the import, distribution, or use of the investigated products to register as interested parties to safeguard their rights and interests according to regulations. The deadline for registration is set for October 16.
