Vietnam has officially responded to a recent incident at the Cỏ Mây Reef in the South China Sea, urging all parties involved to exercise restraint and act in accordance with international law. During a regular press briefing on July 23, Foreign Ministry spokesperson Phạm Thu Hằng highlighted the importance of respecting Vietnam's sovereignty and jurisdiction over its exclusive economic zone and continental shelf, as established under the United Nations Convention on the Law of the Sea (UNCLOS) 1982.

Phạm Thu Hằng stated that Vietnam calls for all parties to adhere strictly to the Declaration on the Conduct of Parties in the South China Sea (DOC) and to create a conducive environment for negotiations on the Code of Conduct in the South China Sea (COC). She emphasized the need for peaceful resolution of disputes without the use of force or threats, contributing positively to maintaining peace and stability in the region.

In response to a question regarding the discussions at the ASEAN Foreign Ministers' Meeting (AMM-59) in the Philippines concerning the South China Sea, Hằng confirmed that ASEAN countries and partners underscored the importance of maritime and aviation freedom in the South China Sea. They reiterated their commitment to resolving disputes peacefully based on international law, particularly UNCLOS 1982.

Furthermore, ASEAN and China have reaffirmed their efforts to finalize negotiations on the COC effectively and appropriately by 2026, in line with international law, especially UNCLOS 1982. This collaborative approach aims to enhance regional stability and cooperation.
